That the government had put thrust in the expansion of education was evident by the creation of the post of DPI alongwith that of the Director of Land Records – the first two posts created by the British government. Col. Keatings had been given the charge of education as the first Director of Public Instruction (DPI); however it was Mr. Cunningham who had served in the post most effectively for 32 years.
